Chris Crozier looks at why South Africa’s Extended Producer Responsibility schemes bring in a lot of money but deliver poor results. His answer is governance: when the industry that pays the fees also controls the scheme, there is little reason to cut waste.
He argues that independently run schemes would line up economic and environmental goals and could create jobs and growth, as REDISA’s tyre programme showed before it was shut down.
